Operating Certificates or Display Energy Certificates (DECs) are required for all buildings with a useable floor area greater than 1000m2 from 1st October 2008.
DECs will measure how the building is managed and these will be renewed on an annual basis. They must be displayed in all public buildings.
Display Energy Certificates will show all the information required to represent the building's energy performance and CO2 emissions and also it will include advice for improvement. The Operational Rating will indicate how well the building is being managed and operated.
Display Energy Certificates will be accompanied by an Advisory Report highlighting measures which, if adopted, have the potential to save energy and money. Display Energy Certificates will be valid for one year and the Advisory Report will remain valid for seven years.
